responsible duties now assigned to her I consider

that she should be granted two additional increments

of salary, and in view of the amount of overtime work

which she has performed during the past months I

recommend that this increment should take effect

from 1st January, 19289, thus allowing her a salary

of $3,000 per annum as from 1st January, 1928, rising to.3,200 on the 6th September, which is her

present incremental date.

The post of Drafting Clerk was created in 1926,

and was in the nature of an experiment as it was

hoped that a suitable graduate of the Hong Kong

University might be found to relieve the Senior

officers of the Department of much of the routine

drafting work. The experiment however did not

prove a success, and a European lady Stenographer

has now been engaged to take the place of the

Chinese Drafting Clerk, whose appointment has been

terminated, and I propose with your sanction, to make provision accordingly in the Estimates for

1929.

I have explained above that it has been

necessary to relieve Miss Thornhill of stenographic

work. Experience has proved that competent

stenographers economise the time of the Senior

officers and add greatly to the efficiency of the

office, There is much work of a confidential nature

and it is essential that it should be performed by

trustworthy officers without local interests, and

I am satisfied that the immediate appointment of

another lady Clerical Assistant and Stenographer

to the Staff is necessary. This officer would
